About Ying Zhou

Ying Zhou, Esq. is a Pennsylvania licensed civil litigation attorney who has been practicing law since 2001. She founded the Law Office of Ying Zhou, PLLC in 2007. Over the years, Ms. Zhou has practiced in magisterial district courts and the court of common pleas in many different counties in Pennsylvania, including but not limited to Philadelphia, Montgomery County and Delaware County. She is also licensed to practice in Eastern District Court of Pennsylvania and the Court of Federal Claims in Washington D.C.

Ms. Zhou’s areas of practice include personal injury, vaccine injury compensation claims, premises liability, automobile accident, consumer advocacy, and construction liability. She also handles real estate litigation, commercial leasing issues, condominium disputes, contract law, landlord and tenant disputes, small claims court matters, and securities litigation.

Ms. Zhou is a Judge Pro Tempore for the Commerce Program of Philadelphia Court of Common Pleas, and sits as an arbitrator for the Philadelphia Court of Common Pleas. She is also an arbitrator for the Financial Industry Regulatory Authority (FINRA).

Ms. Zhou’s professional memberships include the Philadelphia Bar Association where she was elected to the Board of Governors in 2021, the Asian Pacific American Bar Association of Pennsylvania (APABA), the Asian Pacific American Advocates (OCA), and the National Association of Asian American Professionals Philadelphia Chapter (NAAAP).

Ms. Zhou is fluent in Mandarin Chinese.
