About Justin Harrell
Justin Caine Harrell earned his J.D. Degree from Loyola College of Law in New Orleans, Louisiana in 2002, and his LL.M. in Litigation and Dispute Resolution at the George Washington University School of Law in Washington, D.C. in 2003.
During law school, Mr. Harrell clerked for Southeast Louisiana Legal Services, Inc., Capital Post Conviction Project of Louisiana, and the Louisiana American Civil Liberties Union. During his tenure at the George Washington University School of Law, he worked for the Public Defenders Service of the District of Columbia and volunteered with the Mid-Atlantic Innocence Project.
After completing his LL.M., Mr. Harrell worked in the Office of the Commissioner of the Social Security Administration in Washington, D.C., before moving to the U.S. Virgin Islands. In the U.S. Virgin Islands, Mr. Harrell successfully worked with Virgin Islands Legal Services Inc. and in private practice representing clients in administrative hearing and before the Territory’s Superior Court, Supreme Court, and the U.S. District Court of the Virgin Islands.
Mr. Harrell is a member of the Louisiana Bar Association, District of Columbia Bar Association, the U.S. District Court for the Eastern District of Louisiana Bar, the U.S. District Court for the Middle District of Louisiana Bar, the U.S. Court of Appeals, Fifth Circuit, and the U.S. Supreme Court. Mr. Harrell is licensed to practice in all local and appellate state courts in Louisiana. Mr. Harrell previously served as a member of the New Orleans Public Defender’s Conflict/Overflow Panel, and as the Chair of the Loyola Law School Young Alumni Association. Mr. Harrell currently serves as a member of the Loyola Law School’s Alumni Board. Mr. Harrell received the Loyola College of Law Gillis Long Public Service Award in 2002. Mr. Harrell’s practice focuses on Appellate, Criminal defense litigation, Federal Habeas Corpus, and Post Conviction Relief.
