About Craig Armstrong

Mr. Armstrong is a member of the firm’s Public Agency practice group and Business Department. Mr. Armstrong advises clients on governance issues, in addition to administration, operation, procurement, and related matters. As part of his practice, Mr. Armstrong regularly drafts, reviews, and revises complex legal documents, including formation documents, entity policies and procedures, and complex contracts, including memorandums of understanding and other agreements. Mr. Armstrong is also experienced with all facets of California’s sunshine laws—the Ralph M. Brown Act and the California Public Records Act, among others.

Mr. Armstrong is well acquainted with other state and federal legislation pertinent to the firm’s clients, such as the County Employees Retirement Law and the federal Workforce Innovation and Opportunity Act of 2014 (WIOA) and the various rules, regulations, state and federal directives related to this Act.
