About Barbara Ebenstein
Barbara J. Ebenstein, Esq. is an attorney with a law office in New Rochelle, New York. As the parent of a child with special needs herself, her practice focuses on the representation of parents in special education, general education, and related matters. Barbara also serves as an impartial hearing officer in New York City and Long Island, and as a Vocational Rehabilitation hearing officer. She represents families in Westchester, Putnam, Dutchess, and all other counties outside New York City and Long Island.
Barbara is a past Chair of the Council of Parent Attorneys and Advocates (COPAA). She has been an adjunct professor teaching the graduate course in Education Law at New York University; she was a member of Barack Obama’s Presidential Campaign’s Disability Policy Committee; and she spoke on disability issues as a Surrogate for his Campaign.
Barbara has extensive experience conducting CLE for attorneys and workshops for parents, advocates, school personnel, doctors, and other professionals from Hawaii to New Hampshire. She trains advocates for COPAA’s “Special Education Advocacy Training” (SEAT) Program.
