About Carey Shenkman

I am an attorney, author, and litigator specializing in civil and human rights. My particular areas of focus include freedom of expression, digital rights and technology, international law, religious liberty, and non-profit matters.

My most recent report, Do You see What I See?, authored with the Center for Democracy and Technology, examines the free speech and privacy implications of artificial intelligence and machine learning techniques in analyzing social media content.

I am a Fellow at the Institute for Social Policy & Understanding (ISPU), based in Washington, D.C., and co-authored their 2018 report, Equal Treatment? Measuring the legal and media responses to ideologically motivated violence in the United States. I also consult with ARTICLE 19, providing analysis on legislation impacting freedom of expression around the world. I have also worked with other civil rights organizations, including serving as Of-Counsel to the Council on American-Islamic Relations New York (CAIR-NY) with whom I partner on litigation on behalf of New York’s Muslim American community. Finally, I serve on the board of the Calyx Institute, a public charity that provides education surrounding and supports digital privacy tools, and am an advisor on Columbia University’s Global Freedom of Expression Project.

I write and lecture on civil rights issues: I have been a guest lecturer at USC’s Annenberg School of Journalism as well as at several law schools. I have been published in the The NationNew York Daily NewsHuffington PostAlterNetTruthdigTruthout and the NYU Law Review, have appeared on live broadcast programs including BBC, Democracy Now!, and Al Jazeera English, and have been quoted in numerous media outlets including the Washington Post.
