About David Murphy
David M. Murphy is a partner resident in the New York Office. Mr. Murphy has more than thirty years’ experience in handling complex cross-border issues with respect to customs and trade including US import and export control (classification, valuation, marking/origin, licensing, other governmental agency requirements, audits and investigations), international sanctions programs, drawback and special duty programs (free trade agreements, foreign trade zones/bonded warehouses). He represents clients before US Customs and Border Protection, Office of Foreign Assets Control, the Department of Commerce, the Bureau of Industry and Security, and other federal agencies. He has acted as counsel in numerous acquisitions, civil and criminal proceedings, EAPA and False Claims Act investigations and litigation. Mr. Murphy has developed numerous internal compliance programs for import and export compliance and the US Customs-Trade Partnership Against Terrorism. Mr. Murphy is a licensed US Customs Broker, a Certified Customs Specialist and an Accredited Zone Specialist (through the National Association of Foreign Trade Zones). Since 1995, he has taught a twice-yearly review course to assist individuals in preparing for the licensing examination for Customs brokers. He is a frequent speaker before various trade groups.
