About Andrew Lachman

Andrew has twenty-years of experience providing legal services to technology and media companies in California and throughout the country. As a business and technology transactions attorney, he advises startups and growth companies to help build their businesses and craft solutions that manage risk while reaching critical business goals.

Andrew’s legal expertise focuses on data privacy, legal compliance, contracts and corporate services for technology and media startups. He has successfully negotiated deals with statewide associations and public entities as well as Fortune 1000 companies and major sports leagues operating in the United States, European Union, Canada and Asia.

He has held a Certified Information Privacy Professional (CIPP) certification and worked with companies to ensure compliance with the European Union’s (EU’s) General Data Protection Regulation (GDPR), the California Consumer Privacy Act (CCPA), U.S. laws (HIPAA, FERPA, Gramm-Leach-Bliley (GLBA) and FTC requirements involving cybersecurity, data breaches, transfers and privacy.

Prior to founding Lachman Law, Andrew served as in-house tech counsel at Paramount PicturesMove.com, and OSI Digital (formerly OSI Consulting). While working in-house at Paramount Pictures and Move.com Andrew served on the privacy practices committee of Viacom and Move.com. Additionally, he has experience shaping legislation and policy while serving as Legislative Director and Senior Advisor to Congressman Ted Lieu. While working on “on the hill” in D.C., he was co-founded and co-chaired the Congressional Tech Staff Association and participated in the first Wilson Center for International Scholars Cybersecurity Lab. Andrew was a summer clerk for U.S. District Judge Benson Legg III and worked with the litigation firm of Lipow & Harris handling business litigation issues before state and federal courts.

Currently, Andrew is a member of the California Lawyers Association’s Antitrust, UCL and Privacy Section, the LA County Bar Association, the International Association of Privacy Professionals (IAPP), and the Culver City Chamber of Commerce. He has taught business law at Woodbury University and lectured on entrepreneurship at Southwest Community College. Andrew has been a panelist before the Golden Gate University School of Law Legal Tech Summit; a panelist on the Internet Governance Forum hosted by the Internet Society, UCLA law school on cybersecurity and privacy issues, and the Startup Burbank Pitch Festival organized by the City of Burbank and TechFire.

Andrew received his J.D. from George Washington University Law School where he served on the George Washington University International Law Review and was vice president of the intellectual property law society. He transferred to GWU from Tulane where he was on the moot court appellate team and co-founded the Tulane Journal of Technology and Intellectual Property Law, which published his note on international e-commerce standards in its first edition. He received his B.A. from American University. He is admitted to practice in California and the District of Columbia.
